There's nothing to stop individual scripts allowing this (most likely more by accident than design), but it definitely should not work in general. One purpose of hex escaping in URIs is to remove characters' specialness. If the script allows "%26" instead of "&" as a field separator, how do you include ampersands in submitted form data?
