A better choice, if you just want to validate files on your computer, may be the excellent "A Real Validator" by Liam Quinn. A Real Validator for Windows can be found at <URL:http://www.aRealValidator.com/>. Liam Quinn also wrote the WDG HTML Validator at <URL:http://www.htmlhelp.com/tools/validator/> which is also available in an offline version that is somewhat more user friendly then the W3C Validator. Source code for all the W3C's software (including CSS and HTML Validators, among other usefull tools) can be found at <URL:http://dev.w3.org/>.
