Using own dtd from Philip on 2000-05-07 (www-validator@w3.org from May 2000)

I used the validator for www.alexanderworks.org/arthritis.html
The validator returned that my dtd was "Not Found".
I cut and pasted the dtd from the validator's return:
  http://www.alexanderworks.org/HTML4plus.dtd and found it.
This happened repeatedly. The validator never found the dtd file and I 
always did. Is this a bug?
