I've discovered that xhtml pages that have an ".xhtml" or ".xml" filename
extention fail to validate with an error regarding doctypes. But, the
exact same file with an ".html" extension passes.

As an example you can attempt to validate the two folloing URI's:
http://top.monad.net/~levi/index.xhtml      : Fails
http://top.monad.net/~levi/index-xhtml.html : Passes
