Error in XHTML 1.0 Frameset DTD?

When attempting to validate a frameset page using the XHTML 1.0 DTD I get 
an error message complaining about the lack of a body tag.

The page in question is:

     http://www.upsdell.com/Portfolio/index.htm

Note that there are also two *legitimate* error messages reported, due to 
the presence of framespacing and border attributes needed by certain browsers.

This does not seem reasonable.  Comments?
