why is validator.w3.org in XHTML Transitional?

I was interested to know why the validator.w3.org URL is written in
XHTML 1.0 Transitional and not XHTML 1.0 Strict.  Was it just lack of
time  for maintaining the page?  or does Strict create problems for
too many browsers.  Thanks, Seth Chaiklin
