[PATCH] misc minor cleanup

This is a patch that cleans up the variable setting code some. Make it
easier to read by adding comments and rewriting to somewhat more
"ideomatic" Perl. It also untaints the $PATH and silences a silly warning
when closing nsgmls and the document didn't contain a DOCTYPE.
