Because of http://html5.org/tools/web-apps-tracker?from=6007&to=6008

Which has subsequently been reverted in the WHATWG HTML spec but not in the W3C
HTML5 spec.

At this point one option is that I put it under the W3C-only flag in the
validator source, so that the W3C validator behavior matches the W3C spec
requirement but the default behavior follows the WHATWG spec.
