please provide evidence for your assertion,
reading the SVG 1.1 spec says:
'Usually, a ‘foreignObject’ will be used in conjunction with the ‘switch’
element...'

usually does not imply 'must'
in my view this is analogous to the 'alt' model where alt content is usually
desirable,
except where the image is for instance a spacer, or perhaps list marker...
in my use case, there is no alternative content that would be helpful.
if you still believe this bug ill-conceived, please provide a URL that
substantiates your suggestion,
I shall review and take to working group as required.
