The recommended list at http://www.w3.org/QA/2002/04/valid-dtd-list.html has
http://www.w3.org/TR/html4/strict.dtd, but it's HTML 4.01 Strict, and the
posted warning message indicates your document is HTML 4.0 (not 4.01) Strict.

There are no HTML 4.0 entries in that recommended list, and I'm not aware of a
better suggestion for it than what the validator currently suggests.  If you do
have one, feel free to post it and reopen this bug.
