As to why the most recent public working draft is two years out of date? Don't get me started. Finally, I would note that the definitive DTDs at http://www.w3.org/MarkUp/DTD are up to date and do not reflect @target as part of xhtml 1.1. There *is* a Proposed Edited Recommendation version of XHTML 1.1 that is pending publication. I am not sure what is holding it up at this point.
