Proposal to fix HTML syntax errors.

-<meta http-equiv="Content-Type" is required.
-<meta http-equiv="Content-Style-Type" is required.
-width and height is required for <img>.
-<p></p> is not recommended.
-Enhanced comment about compile for DOWNLOAD.html.ja
