The CSS validator allows HTML-cum-CSS as input only in URI mode (and using the
media type to determine whether it is checking CSS or some markup language with
CSS in it).

It would be nice to allow html-with-css in the other two input modes. Media
type may be replaced by a drop-down in direct input mode, and we'd need a way
to not look for stylesheets identified with relative URIs, and warn that they
could not be checked.
