[Bug 4612] feedback link is relative but should be absolute for soap output

Within the explanation for error messages, the output contains a relative link
to the feedback.html page which has no context when using the SOAP12 output
format.

Can this be changed to either an absolute URL to
http://validator.w3.org/feedback.html or output based on the cfg_home_page
variable.
