The validator has been using the "bwshare" module, which helps throttle request
rate to make sure that noone blatantly abuses the validator 

> even if it is the first request from the user.  

That's abnormal, perhaps you are behind a (corporate or ISP) proxy?

In any case, I just switched off this module, as indeed it seemed to block
legitimate users more often than it should. We'll keep investigating for other
mechanisms to make sure the free, shared service remains well shared, and free.
