[Bug 3140] Using direct input mode, validator breaks on seeing a valid @import statement

In direct input mode, the validator seems to be actually trying to locate the
file that is referenced by the @import, not just parsing the syntax.

Poss confusion between case where it is given an HTML-containing-CSS file to
validate and where it is given a reference to straight .css file or css
fragment directly?
