Remove CGI.pm's "exists but undef" behaviour workaround.  The workaround had a
bug which caused all CGI params with empty/false values to be given "1" as
their value.  And the behaviour against which this workaround was in place
is already fixed in CGI.pm as of 2.63  (we require 2.81 for XHTML anyway).
