W3C CSS Validator Error Inquiry

Hello, I'm Rose Hee and I work at Seoul City Hall.
 
Websites operated by the Seoul Metropolitan Government are inspected with W3C Markup Validation and W3C CSS Validator.
However, W3C Markup Validation is checked normally, but W3C CSS Validator inspection displays the following error and the inspection is not progressed.
Please tell me how to take action
