It currently isn’t part of CSS specifications.

The MDN page on ::selection says:
“The ::selection CSS pseudo-element was drafted for *CSS Selectors Level 3* but
removed before it reached the Recommendation status. It was re-added as
part of the Pseudo-Elements Level 4 draft.”

The MDN material is not normative, but you can check the links there to see
that the information is correct. The ::selection pseudo-element is at
present just part of an initial-definition Working Draft.
