Thanks for the feedback! We did indeed have an issue on the server feeding the CSS files. That has been patched and all validates now.

Since it works for https://www.google.com/css/maia.css
but generates a "Handshake alert" error for
https://cmsresources.ucdavis.edu/cms_v2/css_v2/layout/common.css
would that not suggest that the problem lies with the latter
(or the medium through which it is server) rather tham
with the validator's handling of https ?
