Error Message for External Style Sheet

When validating an HTML file for CSS errors with the CSS validator, the correctly formatted <link rel="stylesheet" type="text/css" href="styles1..css" /> is reported as an error as follows:  File not found: import file://localhost/styles1.css: Operation not permitted



Since the external style sheet isn't uploaded with the HTML file, this error message seems incorrect.  Perhaps a better result might be, "Embedded and Inline CSS has correctly validated.  Please validate the external style sheet file separately."
