Default profile should be CSS 2.1

New bugs are introduced all the time as reported on this list.
These bugs always affect CSS level 3.

To make CSS level 3 the default of http://jigsaw.w3.org/css-validator/
is a bad idea.

The default profile should be CSS level 2.1 (again!).
