HELP!!

Yesterday August 12, 2006, http://home.stny.rr.com/sindelar/Feb23Schumer.htm CSS Validation page gave me a "Congratulations" message and right to post W3C Icon and link to your service.

Today, it fails to read my page or css code.  It is important to note that the HTML 4.01 would not validate, therefore attempts have been made to correct my <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" "http://www.w3.org/TR/html4/strict.dtd"> which I believe to be the problem, and refuses now to even locate my page and gives me white pages (as in dead links). 

Suggestions to search the web for my URL, returns the page, and to verify it isn't an older version, the new doctype is displayed in the souce code.

What can I do next?  I would like to displa the W3C Icon and link to W3C.org validation page for my site viewers,  but fail to even get a verification myself today.  Am I doing something wrong or is there a problem with W3c.org Validator?

PS.  It's sad to lose your home to skyrocketing property taxes.
In Chemung County, it's sold two years after due date with proceeds pocketed by the county.
