BOM at begining of file gives error

Notepad in Microsoft Windows XP includes a byte-order mark (BOM) at the 
beginning of files saved in UTF-8 encoding. If such files are run through 
the CSS validator, the validator says, for example:

Content is not allowed in prolog.

I believe this content is allowed in the prolog; if not, the XHTML 
validator should alert users to this (it currently does not).
