If you tell the CSS Validator to validate an XHTML document, and the CSS
is valid, then XHTML code will be generated. If you tell the CSS
Validator to validate an HTML document, of if you point it directly at a
style sheet file then HTML code will be generated. This is intentional
and does not seem odd to me.
