[bug] colons in processing instruction targets

Hi,

  XHTML Basic 1.0 DTD modules contain processing instructions like
<?IS10744:arch xhtml  ... ?>; the CSS Validator complains that colons
are not allowed in names when namespaces are enabled. This is AFAICT
true for element and attribute names, but not for processing instruction
targets.
