I just updated the CSS Validator on the site.

- added a link to the CVS repository in DOWNLOAD.html
- changed all mailto:www-validator-css@w3.org to point to Email.html
- added Email.html to point to the W3C CSS Validator FAQ and policies on
how to use our mailing lists.
