CSS Validator Project, Error from David P. Discher on 2002-01-25 (www-validator-css@w3.org from January 2002)

The CSS Validator is having a problem with the DOCTYPE in in this validate
XHTML document.

Is this a problem with the CSS Parser or is there something wrong with my
DOCTYPE here?  If so, this the HTML Validator didn't catch it.
