When attempting CSS validation via a URL, the validator (or Jigsaw) fails to process the file if the content type is set to "text/plain". This is quite a common case where Apache (and I assume other HTTP servers) has not be specifically configured to set it to "text/css". I suggest that restriction be relaxed. 2.
