Status of CSS Validator for Download?

Hello,

You have a link at  http://jigsaw.w3.org/css-validator/
that suggests I can get a download.  But when I go to the
page, there is an apology that there is no download--and it
is dated 1999!

Although I realize the W3C is run by many volunteers,
finding this type of barrier is surprising.

In any case, do you have a css validator for download or
not?  And if not, will there ever be one (and when)?
