"No Background Color" warning from WWTP Safety Officer on 2001-04-28 (www-validator-css@w3.org from April 2001)

I'm using the CSS validator, and for some reason the "No Background Color" warning keeps coming up on any item not reading as 'transparent'.

Is there something I'm missing, or is there a problem with the validator?

I'd appreciate any help you could give me.
