True, this occurs primarily in analog systems and may someday be a legacy issue, but it is a relevant problem today, and one which I believe should be addressed. Note also the term "universal names." While a station's call letters are universal (for the moment: this will get a little fuzzy with ATSC), other names such as "HBO" are _not_ currently universal (see the background discussion, which goes into examples in detail.
