W3C is considering to launch a new Working Group to develop a "Timed-Text" Specification. Before doing so we would like to submit this draft charter to the Timed Text mailing list, to gather comments. The mission of the Timed-Text Working Group (TTWG) is to develop an XML based format used for the representation of streamed text synchronised with some other timed media, like audio and video. A typical application being the real time captioning of movies on the Web (e.g. integrated in SMIL). The majority of the technical work of this WG is planned to occur on a publically readable mailing list.WG membership will be restricted to W3C members and invited experts. The deadline for responses is 24:00 GMT 31 October, 2002 Note that there are a couple of points that we would like to have your feedback on at the end of the review instructions.
