WebID name collision

Hi all,

"WebID" is a term that has been in use for at least ten years by various
technical and academic communities, including the Solid development
community, to refer to a particular identifier:

* https://webid.info/ (2010)
* https://en.wikipedia.org/wiki/WebID (2011)
* https://www.w3.org/community/rww/ (2011)
* https://www.w3.org/community/webid/ (2012)
...
* https://www.w3.org/community/solid/ (2018)

Recently the name "WebID" has started to be used by the Web Platform
Incubator CG to refer to an unrelated concept; see:

* https://github.com/WICG/WebID (2020)

The name collision has been recorded and acknowledged in the WICG, but
we have seen no move to rename the work on their part, nor any
indication that they plan to build on the existing WebID work:

https://github.com/WICG/WebID/issues/41

On behalf of the Solid Community and other implementers of WebID, I
would like to notify the TAG of this collision in order to avoid
potential confusion in the future if the WICG work is not renamed.
Further, if any member of the TAG feels it appropriate to intervene with
guidance to the WICG on this matter, I think both communities would
benefit from your input.
