Not speaking to the specifics of MathML, but just the fact that there is 
a new version alone may not be enough to deprecate previous versions. 
There may be implementations that only support the previous version, in 
some cases for good reasons. As an example, I remember that at least at 
some point in time, there was no open-source implementation of XSLT 2.0, 
and browsers also just support XSLT 1.0.
