Great stuff. I gave it a quick review and filed bugs at https://github.com/webspecs/url/issues; I know that wasn't in your list of feedback mechanisms, but it was the "bugs" link at the top of the document, and I <3 GitHub issues.

Speaking for myself (not for the TAG), I strongly support the stated goals. Perhaps the TAG can discuss the goals on our upcoming telecom.
