Note, this is something I threw together in 10 minutes after seeing Mike's
questionnaire. It is intended as the starting point for a high level list
of questions that spec editors/ WG's should be asking themselves sooner
rather than later in the feature development cycle.

Accessibility has often been an afterthought in feature development, this
is not an optimal situation as investigating such things late in the
development cycle can/does lead to accessibility being shoe horned into a
feature that has not been designed with accessibility in mind. It can/does
also lead accessibility being seen as an impediment to spec
completion/feature implementation. In order to break this cycle we need to
collaborate more effectively from the get go and break down the barriers
(at the W3C) between accessibility people and people working on the
specification and implementation of the open web platform.

I don't know if the TAG is the right place for this, but it is as good a
place as any to start the discussion and bring it to the attention of the
movers and shakers, as many look to the TAG to lead on issues of such
importance.
