Well, hopefully Anne can chime in, but when I read that in context, he was not at all talking about how parsing works, but instead about whether there should be two separate concepts, URL and URI. I'm hopeful indeed it was really just a misinterpretation. (Because indeed, I agree that that sentence as quoted sounds quite bad.)
