The original question was ‘where to host a discussion with TAG election candidates’, and avoiding spamming www-tag. But hopefully the Q&A and discussions would be relevant to discussion of TAG priorities and activities. One of the important functions of standards development organizations is to moderate discussion. There are various reasons that individuals and organizations might want to disrupt the ordinary process of one SDO or another. The closest I can find in W3C policy is http://www.w3.org/Mail/ which points to http://www.w3.org/Mail/Spam.html which suggests that “ other off-topic e-mail “ is spam, and notes remedies that might be invoked, I think it would be appropriate here. I’d suggest further discussion of general email abuse on W3C lists go to public-w3process@w3.org<mailto:public-w3process@w3.org>. I know IETF has gone through several iterations of methods to address moderation of posting rights, with a recent flurry of activity because of novel abuse patterns.
