we're going to do it

<masinter> if the rest of the TAG doesn't want to make this a
top priority, we oculd just say "they should do something but
we can't be ready in time to really write it ourselves", but
even then we'd need to review it
<masinter> well, if you look at their document, i'd imagine
they'd want something in a similar tone. I'm not sure if it's
an internet draft / rfc format
noah: would be better to write it in the form of a TAG document
