This email is part of action-624 "Draft for TAG consideration a call
for httpRange-14 change proposals" due December 31.

Please do NOT submit change proposals yet. This is just a draft of a call.

As usual I will apologize for the preliminary state of the documents.
I wanted to create a chance to discuss them on Thursday's call, so
that we're not going into the F2F cold on this subject.
