But I don't see any evidence of that in the snippet you posted. The "Internet Archive" group also had a project, called "FreeCache" which was intended to help cache operators cooperate.  The FreeCache project has been deactivated, but the Internet Archive goes on. Google uses "cached" as past tense of the verb of what it did - it cached a copy - and also makes no archival promise.  YOU called it "Google's archive", but I don't see Google calling it that:

On the other hand, Google does have a "news archive", http://news.google.com/archivesearch/about.html.

News archive search provides an easy way to search and explore historical archives. Users can search for events, people or ideas and see how they have been described over time. In addition to searching for the most relevant articles for their query, users can also see a historical overview of the results by browsing an automatically generated timeline.

So I'm not sure I agree that the word "cache" is _often_ used for an archive, or that it was used that way in this particular case.  Perhaps you have a better example in mind of such usage?

I understand Larry's distinction between cache and archive,
and I think it is useful even though there are many unclear cases.

However, I'd note that the work "cache" is often used for an archive.
