This is, simply, incorrect.

Representations may be tuples -- but there is more to those tuples
than the bit-stream and its MIME type.

A Representation is *always* associated with a URI -- so that *must*
be considered part of the tuple -- as Raman has already stated.

A Representation may also have associated Language and/or Encoding --
and I think those are also properly considered to be part of the
tuple, albeit possibly optional parts.

There may be other optional tuple elements I'm leaving out.  The
above remains.

It may be worth reading over Apache's documentation on Content
Negotiation [1], which explains things differently but I think
in line with the relevant RFCs.

There's also TimBL's presentation on Semantic Web URIs, and two
slides in particular [2], [3].
