Well, what do you *want* to be able to say about it? You could certainly say something like:
<http://www.w3.org/TR/rdf-mt/>
skos:narrower
<http://www.w3.org/TR/2003/WD-rdf-mt-20030123/> .
or if you want to think of these as documents, using terms from the Dublin Core Metadata Initiative
http://dublincore.org/documents/dcmi-terms/
you could say something like:
<http://www.w3.org/TR/rdf-mt/>
dc:hasVersion
<http://www.w3.org/TR/2003/WD-rdf-mt-20030123/> .
