Exploring RDDL + GRDDL for the XML Schema namespace

As part of the TAG's efforts to resolve issue namespaceDocument-8, I
took an action (ACTION-23) to keep the TAG informed about work on the
namespace document for the XML Schema namespace [1], which at the
moment does not contain anchors advertised in the XML Schema REC [2]
as being there.  I have built a candidate new namespace document,
which is GRDDL-enabled, and you can now see it [3] and the
corresponding RDF [4].
