I don't think "takes more work" is what I had in mind. I what I was
trying to say was:
NM: The default modus operandi for most issues should be that the editors
drive discussion by setting down proposed text, and then revising as
necessary to reflect or generate consensus of the TAG as a whole. In many
cases, that will lead to closure quite efficiently. There are important
exceptions though. In particular, it's important, particularly for larger
findings, that we build up incrementally and that we have consensus from
the TAG more or less in sync with the writing of the text. The editors
job is ultimately to help the workgroup express itself, not to reflect his
or her own opinions. By the 2nd or third revision of a finding, I think
we should expect that most of the text represents an attempt to say what
the WG as a whole has decided needs to be said. When the editor goes
beyond that, it should be to make proposals that either generate
reasonably quick agreement, or are set aside until they can be revised to
generate such agreement.
