On reflection, assigning media types for little things like phone numbers probably doesn't scale. If the namespace for media types were of finer grain, and if the registration mechanism had richer facilities for delegation of subtype allocation, then maybe this would work (and some other things would get more complicated). Anyway, I think the intuition that a phone number is a type and not a name format is a fairly sound one, but media-types in particular are probably best used for a smaller number of coarser-grained types.
