Leaving people/groups aside, and assuming it's safe to read WICD where you wrote "We"... It's clear that the SVG spec includes some XLink stuff. I got the impression that WICD includes some SVG stuff, and that this is a transitive sort of inclusion, so that WICD-as-drafted includes some XLink stuff.
