Replying to my own note, I realize that I forgot to log a concern Dan raised at the F2F. Concern: The draft at [1] says: "For example, it is common to use XML namespace names based on the http scheme even when no server is providing representations for that namespace. Deploying such a server is desirable, but is not required by Web architecture." Dan felt strongly that this came too close to encouraging the bad practice of using namespaces without deploying representations. Response: I'll try and fix in a future draft.
