Right.  I'm mainly asking whether it makes sense for the XML 
Recommendations to >require< processors to support both encodings when an 
increasing number of formats call for just one.  Presumably, much of the 
processing software for such restricted formats is technically 
non-conforming, or else why would one bother with the restriction?
